History

First there was Columbine. School administrators were frightened. Everyone was concerned with the possibility of one or more shooters approaching their school. It was a real threat and soon became a rather frequent occurrence across the country.

Then there was 9-11, and as is frequently heard, “The world was changed forever.” The latest fear is the pandemic bird flu.

As a result many large districts and even smaller ones now have a Safety Administrator on staff. School administrators became familiar with School Resource Officers (SROs), bomb-detection dogs, and hand-held metal detectors.

Today nearly every one of the 15,000+ school districts in the U.S. has some sort of a safety plan in place. Some are good; most are not.

Background

In 1995, well before Columbine and 9-11, J. Berra Engineering developed the Crisis Management Plan for Schools®. It was considered to be a forerunner of many emergency plans that were put together by Johnny-come-lately start-up companies. In fact, many so-called safety experts patterned their plan after the Crisis Management Plan for Schools®.
